Police Cruiser and Van Collide; Caught on LCSC Video Safety Camera

LCSCA camera that is mounted on the corner of West King and Water Street helped determine the outcome of an accident between a city resident and a police cruiser.

After reviewing the images obtained from the Lancaster Community Safety Coalition camera, investigators were able to determine the collision occurred because the minivan traveling east on King Street struck the side of the marked police cruiser heading south on Water Street. After colliding with the cruiser, the minivan struck a Ford F-150 pickup truck parked on Water Street causing extensive damage.

Copper Theft Suspects Arrested

LCSCAlleged thieves spotted on security cameras caught by Lancaster City police. The two men arrested broke into the vacant Lancaster Press building on the corner of Prince and Lemon Sts. Miguel Angel Landrau-Melendez and Danny Espinosa were inside the building, attempting to steel copper wiring. Detective Hickey was reviewing previous video taken by the Lancaster Community Safety Coalition when he spotted the suspects entering the building on a live security camera feed. Hickey immediately called for backup.

About 10 officers surrounded the six-story building which has multiple exits. Officers and detectives entered the building and arrested Landrau-Melendez and Espinosa.

The surveillance cameras were installed by the Lancaster Community Safety Coalition in public streets to help keep Lancaster safer.

LCSC Aids in Firearms Charge

As a result of the investigation into the shooting which occurred in 100 Blk East Ross St on March 08, 2008, one person has been charged with Firearms Violations thus far. The individual charged has been identified as Edwin Eugene Boyer, 26 of the 100 Blk East Ross St. He has been charged with two different violations of the Uniform Firearms Act. The charges were as a result of the investigation conducted yesterday, which continued into last night and resulted in the search of two different residences and a vehicle by Detectives.

The investigation revealed that Edwin Boyer, who had been arrested in that area shortly after the shooting on unrelated outstanding warrants, possessed a .45 caliber semi-automatic hand gun immediately after the shooting took place. Boyer was not in possession of the handgun at the time of his arrest, but it was determined that he had hidden the gun in his residence between the time of the shooting and when Police arrested him. Detectives searched the residence and located the weapon, which had been reported stolen to the Lancaster Bureau of Police in November 2007.

Detectives are currently following up on leads as to the identity of the shooter and those associated with him. This includes viewing Lancaster Community Safety Coalition video in that area, which played a significant role in these charges and the recovery of this handgun.

LCSC Spots Someone Firing Handgun

City police were dispatched to the 200 block of South Prince St. after a member of the Lancaster Community Safety Coalition spotted someone firing a handgun into the air.

LCSC members and county emergency dispatchers helped guide city police officers to the area and provided a description of the suspect within minutes of the 1:30 a.m. incident, police said.

Luis Villarni, 24, of the 700 block of High St., was cited for recklessly endangering another person and violating the city ordinance against firing a gun, Sgt. Todd Umstead said.

Villarni did not have a permit to carry the weapon, Umstead said. The .40-caliber gun was confiscated. (as reported by Lancaster New Era, 12/2/2008).

Hit and Run Accident: LCSC Staff reviewed footage of video for a hit and run accident. Video resulted in identification of the suspected vehicle. Video and photos given to Lancaster Police aided in the investigation. (October 2008)

Prostitution and Warrants: LCSC Staff sighted a prostitute and her companion. They had been spotted on a number of occasions in the Southwest area of the City. Photos were supplied to Lancaster Police. The male was later stopped and taken into custody for warrants. The female was cited on multiple offenses. Neither subject has been seen in this area again. (September 2008)

Drug Use: LCSC Staff spotted a male rolling a "blunt" (marijuana filled cigar) and notified Lancaster Police. Subject was subsequently stopped. He was found to have outstanding warrants for weapons and was taken into custody. (September 2008)

Disturbance: LCSC Staff noticed a disturbance in the Southwest area of the city on Saturday night and called in to dispatch. As Lancaster Police were in route the group, numbering about 10 to 12 started fighting. Police arrived and took three into custody, two after a brief foot pursuit. LCSC Staff caught the fight, the arrest and the foot pursuit on video. (September 2008)

Warrants: LCSC monitoring staff spotted suspicious behavior. Photos sent to City Police of subjects on South Water St. This resulted in the arrest of the male for warrants and the female has been receiving citations for various offenses. (September 2008)

Harassment: There has been a subject in the Northwest area of the City panhandling, trespassing and harassing people outside local bars and restaurants. He was spotted on LCSC cameras and Police Officers were directed to him. He was taken into custody for several offenses. (September 2008)

Fight: A fight was called in by LCSC staff in front of the Brickyard sports bar. Two subjects were in the street at the time the Police Officers arrived, taking one into custody. The other subject was taken by ambulance to the hospital for injuries sustained during this fight. (September 2008)

Trespassing: A subject was spotted in a local park, after hours, sleeping and when Police Officers arrived and did a background check, the suspect was found that he was wanted by authorities on local warrants and was taken into custody. (September 2008)

Weapons: LCSC monitoring staff spotted an agitated subject at West Andrew and Beaver streets wielding a machete. Police Officers responded and subject was taken into custody before he was able to harm anyone. (August 2008)

Prostitution: Photos of a suspicious female, possibly a prostitute supplied to Police Officers. Female was spotted by Police Officers and was found to have outstanding warrants and is now in custody. (August 2008)

Vandalism: Vandals destroyed the statue of a little girl in Rotary Park. LCSC video cameras caught the suspect running and tackling the statue until it broke. LCSC provided video to the Police. (June 2008)

Hit and Run: County 911 dispatched a vehicle description for a hit and run accident in the 100 block of Howard Ave. LCSC monitoring staff spotted this vehicle a short time later in the 400 block of North Queen St. and alerted the county. Police were able to catch up with the vehicle and charge the driver with the accident. (June 2008)

Warrant: LCSC monitoring staff spotted a suspect rolling a marijuana cigarette on the porch of a vacant house in the 400 block of Beaver St. This was called in to County 911 Dispatch. The suspect walked from the area and was spotted a short time later in the 300 block of South Queen. Police were directed to the location and the suspect was found to have a pending warrant for weapons from the Northwest Regional Police Dept. (June 2008)

Fire: LCSC cameras caught a house fire on the 800 block of North Prince Street. LSCS monitoring staff sent live video to County 911 Dispatch. Dispatch was able to convey the sense of urgency and dispatch the appropriate Police and Fire department personnel. (Click here to see photos) The Bureau of Fire requested a video of the house fire to be used for training purposes. (June 2008)

Hit and Run: LCSC monitoring staff were able to provide video to the police for a pregnant woman who was struck in the 600 block of North Queen St. The vehicle fled the scene. The video was helpful in identifying the type of the vehicle. (June 2008)

Drug Possession: A suspect was spotted in Farnum Park rolling a marijuana cigarette.
Police arrived and took the suspect into custody for possession of marijuana. (June 2008)

Disorderly Conduct: LCSC monitoring staff spotted a couple engaged in a sex act in Farnum Park. Police arrived and the male suspect was arrested on a warrant. The female tried to flee but was caught and cited for disorderly conduct. (May 2008)

Drug Possession: A suspect in Farnum Park was spotted by LCSC using drugs. Police arrived and arrested the woman for possession of marijuana. (May 2008)

Vehicle Break-Ins: LCSC monitoring staff provided video of suspects involved in several vehicle break-ins in the Northeast and Northwest areas of the city. A suspect was finally captured with the assistance of several alert citizens. (May 2008)

Theft: Video from LCSC cameras was provided in the ongoing investigations of thefts of copper from the old Lancaster Press building on West Lemon Street. LCSC staff and a detective observed two suspects entering the vacant building. The building was surrounded by police and the suspects were arrested. (May 2008)

Disturbance: LCSC monitoring staff witnessed a disturbance involving a person wielding a golf club. He subsequently called police reporting that the suspect he was threatening had pulled a gun on him. Review of video did not show a gun involved in the incident. When the man was advised of the video recordings, his story changed several times and eventually stated that he never saw a gun. (May 2008)

Hit and Run: LCSC monitoring staff reviewed video footage of a hit and run accident on
Conestoga Street which showed a vehicle that struck a parked car. While the video was not conclusive enough to obtain a registration the owner of the struck car expressed extreme gratitude for the work of the LCSC. (May 2008)

Warrant: County 911 Dispatch broadcasted a call for vandalism in the early morning hours in the 100 block of South Queen Street. LCSC monitoring staff spotted the suspects going down an alley and to the rear of the property. Police were able to locate the suspects based on information provided by the LCSC, which led to the arrest of one suspect on an outstanding warrant. (May 2008)

Disturbance: County 911 Dispatch broadcasted a disturbance call from the management of the Prince of Subs restaurant. LCSC monitoring staff observed the suspects leaving the area and were able to direct Police to the suspects. (May 2008)

Accident: LCSC reviewed video footage and were able to provide video to aid in the investigation of the collision at West King and South Water Streets involving a police cruiser and minivan. The camera showed that the minivan ran the red light and collided with the police cruiser. (May 2008)

Fire: LCSC cameras witnessed a group of juveniles, possibly smoking marijuana and observed them setting fire to mulch in a planter in the block. The homeowner extinguished the fire and the LCSC provided video and photos of the suspects. (April 2008)

Accident: LCSC monitoring staff reviewed video of a vehicle accident at the corner of North Duke and East Orange Streets. Both parties claimed to have the right of way. Video was able to determine clearly who was at fault saving numerous hours of police investigative time. (April 2008)

Vandalized LCSC Camera: Video and photos of juvenile who vandalized one of the LCSC cameras resulted in the identification and subsequent arrest of the suspect. (March 2008)

Shots Fired: LCSC monitoring staff was aware of shots fired in the Northeast. A suspect was spotted in the area with a gun. Police were notified and the suspect was taken into custody. This incident happened in close proximity to Ross Elementary School. (March 2008)

Fight: A person arrived at Lancaster General Hospital with injuries from an assault at Howard Avenue and South Duke Streets. This was related to an earlier fight called in for the 300 block of Howard Avenue. LCSC monitoring staff reviewed the video and was able to direct police to the crime scene. (February 2008)

Drug Related Crime: Information provided to police from observations made led police to conduct several details using LCSC cameras. The details resulted in the arrest of several suspects for drug related crimes. (February 2008)

Intoxication: County 911 Dispatch broadcasted a call regarding a person who was very intoxicated and trying to get into a car and drive. The suspect fled the area. The LCSC monitoring staff found the suspect and directed police to his location. The suspect was arrested. (January 2008)

Reckless Driving: County 911 Dispatch broadcasted a call on the scanner for a reckless driver on Harrisburg Avenue. LSCS staff spotted him on East Chestnut turning North on Lime. He was later spotted by LCSC at North Queen and East Frederick. The suspect was observed pointing a handgun out the window of the vehicle. LCSC monitoring staff called County 911 Dispatch and police were able to stop the suspect two blocks later and found the gun in his possession. The suspect was charged with firing a handgun, reckless endangerment, and illegal possession of a handgun. (January 2008)

Fight: County 911 Dispatch broadcasted a fight call for the 300 block of Beaver Street. It resulted in the arrests of two suspects. Video evidence of the fight was supplied to the police. (January 2008)

Fight: County 911 Dispatch broadcasted a fight and burglary call in the 400 block of Beaver Street. The suspect left the area but LCSC monitoring staff later spotted the suspect in the 200 block of South Prince Street and notified Police. The suspect was apprehended. (January 2008)

Assault: Three females assaulted another female in front of a North Prince Street bar near closing time. Monitoring staff spotted the suspects and we were able to direct police to their vehicle as they attempted to flee. Police prevented their escape and filed charges. (January 2008)

Shoplifter: LCSC video recordings were used to aid in the investigation of a shoplifter at a store on West Lemon Street. Video recordings from multiple cameras showed the subject running from the store and provided his direction of travel on North Queen Street. (January 2008)

Suspected Drug Dealing: Multiple incidents of suspected drug dealing were observed by monitoring staff. Video recordings were provided to police to aid in their investigation. (January 2008)

Reckless Driver with Handgun: A citizen notified County Dispatch of a reckless driver on Harrisburg Avenue. LCSC Monitoring Staff followed the vehicle and observed the driver holding a handgun and notified County Dispatch. A live video feed was sent to County Dispatch and the responding officers were informed of the gun prior to stopping the vehicle on North Queen Street. Officers responded with guns drawn and arrested the driver. (January 2008)
